Welcome to American Electric Power's (AEP) hydroelectric relicensing website. This is an information resource for federal, state and local agencies; Tribes; non-governmental organizations; and individual members of the public who may be interested in the relicensing of the Byllesby/Buck, Niagara and Constantine hydroelectric projects. This website provides information about the relicensing process, access to public documents, and details about each project, public participation, communication protocols, and meetings. The projects are currently licensed by the Federal Energy Regulatory Commission (FERC or Commission) under the authority granted to it by Congress by the Federal Power Act (FPA), 16 United States Code (U.S.C.) §791(a), et seq., to license and oversee the operation of non-federal hydroelectric projects on jurisdictional waters and/or federal lands. In support of preparing an application for a new license, AEP has elected to use FERC's Integrated Licensing Process (ILP) for all four projects. The ILP is designed to bring efficiencies to the licensing process by integrating the applicant's pre-filing consultation activities with FERC's National Environmental Policy Act (NEPA) scoping responsibilities. The Licensee believes that the ILP will be the most effective and efficient process for the relicensing proceedings.
